Mod Borderlands or fallout 3 image file?

Hey I was just wondering if anybody knew if it was possible to mod the actual files of the borderlands disc. Like if I were to make a backup copy of my game, is there a way I could mod some of the files before I burn the game? If so, what kind of things would you be able to edit, and how?
I've seen this done with COD: 5 in the premium DLs section of this site, so I was just wondering if it was possible with borderlands.

Of-course you can mod them, nothing is unmodifiable. I wouldn't know how to go about it because I haven't tried, but it's definitely doable. It's just a matter of having the knowledge.
