Reasons being:
1. The people working on it are amazing programmers.
2. No one who is smart enough in the modding community to be able to crack it will crack it because they are friends of the developers.

You can have someone mod your account, but most people aren't willing because of the fact that Horizon developers can track console and profile ID's through Horizon. If you have more than one console ID show up, I don't think it even lets you use the program anymore. You have to contact the developers to get access back. So, most people don't risk it.

These coders are extremely smart.
They block all outgoing connections if wireshark or another session logger is running
