Help? I can't download anything

I used chrome and for some reason I can't download programs anymore. Sites usually have that "download won't start? click here" I would click it and nothing would happen the page would act like it's loading but the download won't ever start. Any ideas? I'm connected to the internet and can browse with chrome, but ie won't for some reason.

probably an adblocker or your anti virus.

Do the normal routine to start: clear cache, cookies, etc.
